The bridge would provide new views of downtown and the park. The new entrance would also reduce traffic and parking burdens in the park because more people would opt to walk into the park.

When the 5 freeway was built, it created a barrier that separated downtown from Balboa Park. The Balboa Bridge would create a new gateway to the park and provide those in downtown better access to the park. A trolley line is proposed to extend this access, The Park Line. This trolley would run down 9th Avenue and the last stop would be at the Park in the Park at Petco Park. A series of bus routes running east to west could extend this park access further to neighborhoods like Barrio Logan and Golden Hill.
